Congress Debates Time Rules for District Bill
The House rules committee reported a resolution to limit general debate on the District of Columbia appropriation bill to two hours before allowing amendments. Speaker Cannon and leaders clashed over dilatory tactics as Democrats and Republicans argued about obstruction and the President’s past claims. The rule passed by a large margin, moving the bill to consideration under the two hour limit.

Flood alerts note Crest near six feet above flood stage near Mount Vernon and Sansaville, while New Orleans shows a trestle stage around 19 feet before easing. Tide tables project two high tides on April 4, and river reports indicate Potomac flood muddiness with Shenandoah clarity improvements.
