The President reorganizes the Isthmian Canal Commission replacing most members with seven appointees led by Theodore P. Shonts as chairman. Charles B. Magoon becomes Canal Zone governor, John F. Wallace chief engineer, and new roles divide duties into three departments with an executive committee. Taft and the White House outline salaries, headquarters move to the Isthmus, and an advisory board of engineers is established to guide plan selection.

Pardon Granted for Alaska Murderer in 1900 Case

President Roosevelt commuted Dan Carolan’s life sentence for the 1900 Rampart Alaska murder of Joseph Muldowney. The pardon expires May 1, reflecting Carolan’s belief his wife, Lucy Minack, was assaulted by Muldowney. The decision cites mental excitement and gender bias in justice, noting no proven assault but strong corroboration.

Supreme Court ruling on district code limit for grand juries

The Supreme Court held that district code section 94 limits the time for grand juries to act while a prisoner is in consignment or on bail but does not function as a general statute of limitations. It reverses the District of Columbia Court of Appeals ruling that nine months after commitment or bail denial barred prosecutions and remands the case for further proceedings. Work Wonders for Women is noted in a fragmented line.
