The plan largely follows the original November outline but with wording changes, as Democrats weigh the implications and President Wilson’s letter opposes any reservation tying to Article 1H. The debate centers on armor, property, and war debts, with reservations and interpretive questions prompting ongoing Senate discussions led by Senator Hite and Senator Pepper in the current compromise talks.
