President Wilson told a massive New York audience that only victory can secure peace. He warned Germany cannot be trusted and urged a league of nations to enforce impartial justice in postwar settlements.
Allied forces advance in Champagne on September 28 after a heavy artillery prep dazes German defenses. US troops seize 20 17 gun emplacements and abundant ammunition. In Santiago on September 28 the Chilean government ordered naval authorities to occupy with armed forces all the interned German ships in Chilean harbors.
Geneva dispatch reports Emperor William Field Marshal Duke Albrecht of Württemberg and Prince Stephen of Schaumberg-Lippe in Mannheim last week. Bombs fell near the royal palace. the emperor and staff hid in a cellar for 20 minutes. The visit aimed to calm unrest as Allied armies advanced.

Washington reports from the ordnance department that since the United States entered the war 146,322 machine guns 2,487 207 rifles of all types and 221,801 pistols have been produced. The release dates this material as of Sept 28.
