CAP Announces NYC Project Start and Local Help Needed
CAP reports that the county in school NYC project starts Monday October 2 with ten youths at non profit job stations through the school year. Washington County youth and out of school candidates will be sought. Wayne Mooney of Iowa City will spend Tuesdays in the county to discuss benefits. An Ottumwa Manpower Office interviewer will visit Thursdays starting in November to discuss employment and training at CAP center. Head start enrollment reaches 14 today. Donations of toys and gear are requested with contact at 653-2853.

Woman held in tavern dog theft freed in error
Kathleen Redman, 31, eight months pregnant and separated, was jailed 29 days on a dog theft charge after being seen with a Boston bull. The dog owner had reported the dog stolen. Prosecutors said the real thief gave the dog to Redman to hold. The case was dismissed as a mix up. she was released after bond was posted and authorities acknowledged unfair detention.

Child chained to bed rescued from home abuse
Six year old Elmer Chaplin was found malnourished and chained to a bed with a metal leash in his home. Police arrested his mother Lorraine Chaplin 28 on suspicion of mistreating a child. The boy, kept under lock and left with no toilet, was taken to City Hospital and described as shy and unafraid when freed.
