Mobutu installs a 15 member commission to govern Congo claiming to protect the country from Communist colonialism and Marxist-Leninist imperialism. The body vows to publish documents proving alleged treason by some elected representatives and to rule until political quarrels end. Arthur Wray Phillips Dies in Mt. Pleasant
Arthur Wray Phillips 54 died at noon Monday in Memorial Hospital Mt. Pleasant after a five year illness. Funeral services are set for 2 pm Wednesday at Faith Lutheran Church Mt. Pleasant with burial in Elm Grove Cemetery Washington. A memorial fund for the church is started by friends. He farmed near Washington 20 years and lived in Mt. Pleasant five years. He was born April 17 1906 in Truxton Missouri, son of Wilbur and Rebecca Phillips. He married Mae Stansbery December 6 1930. survivors include three sons three daughters, seven grandchildren, two brothers and two sisters.

Washington plans its second annual Band Day on October 1. The Washington County Historical Society will hold its first annual meeting on November 3 at the Washington City Library. Over 100 residents have joined, with activities this year including a June county tour and several small meetings. President Charles Hotle and Secretary John Owen attended the National Local History Society convention in Iowa City and plan future activities. All current and former residents are eligible to join.

Mrs Fannie Watkins Dies In Wellman At 89
Mrs. Fannie El Dora Watkins 89 of 511 South 8th St Wellman died this morning September 20 at Washington County Hospital after a period of failing health. Funeral services will be Thursday at 1 30 p m at Powell Funeral Home Wellman with Rev Paul Dietterich officiating. Burial in Tierfel Cemetery. She was born April 12 1871 in Iowa County daughter of Frank and Josephine Hartstock Furman and married Frances Wade in Marengo October 19 1889. He died March 22 1918. she then married Richard Watkins of Williamsburg on October 20 1920. He died in 1934. She was a Methodist and longtime resident of Iowa and Washington Counties, living in Washington for 11 years. Survivors include four daughters Jessie White Wellman Etta Rhadek near Washington Grace McNickle Ft Madison and Ira Roberts Washington. seven grandchildren and nine great grandchildren. She was preceded in death by two sons and one daughter. The Leon Beatty American Legion post mid month meeting is at 8 this evening in city hall club rooms.
