Gov Faubus ordered the four Little Rock high schools closed to resist integration. The NAACP signaled federal action to reopen, with the Justice Department expected to sue. Police prepared with riot gear and tear gas as officials awaited federal moves.
Secretary of State Dulles and Soviet Foreign Minister Gromyko led a large diplomatic turnout for the 13th annual UN General Assembly opening in New York. Dulles warned the session will face vital peace consolidation issues amid Soviet backing of China and potential U N admission battles.

Portsmouth New Hampshire reports the United States Navy formally commissions the fourth atomic submarine Swordfish. The ceremony recalls the earlier craft blown up by a Japanese mine near Okinawa on a December 1944 cruise. Rev. Fred Penny has been named pastor of the AME Church in Washington and began service on Sunday September 14. He previously led Bethel AME in Muscatine and serves as pastor at Bethel AME in Iowa City. The Penny family includes three daughters and three sons, with their eldest daughter a State University of Iowa freshman. They will reside in Iowa for now.
Mrs. Robert L. Burns 49 died Sunday at home in Keota after a brief illness. Funeral at the Christian church at 10 a m Wednesday with Dr. Loren Lair of Des Moines. burial in Glendale cemetery. Survivors include her husband, parents, three brothers, and a brother-in-law. Powell funeral home in charge.
A 20 year auto racing veteran, Tony Bettenhausen, will discuss highway safety at Washington High School on Tuesday afternoon. Bettenhausen began his Indianapolis 500 career in 1946 and has driven more miles in the 500 for than any other driver. He finished 15th at Indianapolis in 1957 and helped a team in Monza mile racing. He set a track record at 176 mph and his visit is arranged through the Sieg Company store of Washington.
Nationalist Chinese cargo planes parachuted supplies to Little Quemoy Island under fire from Communist anti aircraft guns. It was the second air drop in 24 hours as artillery bombardment pinned troops on the island. U.S. and Nationalist blackout remained in effect while jets clashed overhead observed from Makung in the Pescadores Islands.
A Jersey Central commuter train fell 50 feet into Newark Bay as the vertical lift bridge opened for a sand boat. At least 15 people were killed and nine were rescued from the water. The five-car train had capacity for 375 passengers. wreckage included two locomotives and two coaches. Coast Guard, police and divers swarmed the scene as survivors were pulled from the bay.

A Sunday afternoon one car crash two miles south of town on highway One demolished a 1955 Ford and led to charges against driver Charles Paul Bruty of Washington for failing to keep his vehicle under control. Bruty headed north when a front wheel dropped over the edge causing loss of control. The car and a telephone pole suffered damage estimated at $900 and $60 respectively. Investigated by the sheriff's office.
