Pension rolls rise as Evans details generous liberal laws

Washington report by Commissioner H. Clay Evans shows 753,451 surviving soldiers and 237,415 widows on rolls, with $131,617,961 paid last year. Total disbursements since 1866 reach $2,389,910,974 as arrears are pushed toward clearance and medical examinations sped up.

Pension Bureau Faces Backlog and Calls for Reform

The commissioner notes order 225 remains in force but no revisions were made this year. The bureau rejected 107 919 claims across classes, with many delays caused by claimants or attorneys. He urges a commission to revise laws and rules, biennial examinations for discharged pensioners, and repeal of the 1888 act that inflates fraudulent widows’ claims.
