Amsterdam reports stir in Berlin as Vorwaerts and other parties call for Kaiser Wilhelm II to abdicate soon while urging restraint to avoid further bloodshed. The Reichstag debates responsibility as Hindenburg seeks to dodge peace responsibility.
A Norwegian crew aboard a Norwegian freighter reported Oct 21 that an American tanker, a British freighter, and a Norwegian freighter were attacked by a German submarine off the French coast. The tanker halted to engage the U-boat and, according to the Norwegian account, outfought it as the convoy pressed forward.
The Britisher, fastest of three ships, opens fire from the surface after enemy boats appear. The Norwegian vessel moves away unarmed while the American tanker turns to avoid a stern hit and forces the U boat to submerge.
Tokyo reports that the new Japanese government will seek to mediate between northern and southern China by allied powers offering friendly mediation to reconcile. The plan, relayed by Chang Teung-Hsiang to Beijing, expects powers to withhold further arms until peace is achieved.

In Rome reports fourteen Austrian divisions between Brenta and Piave have been cut off by the capture of Vadalby pass. The advance is pressed to the utmost and a crisis is near as Italian armies seize the initiative and the front is described as ablaze.
London reports that Britain has received definite proposals from Turkey and that Turkey agrees to an unconditional armistice. The armistice took effect at noon, with surrender proceeding under terms to be finalized by Allied mediation.
Aerial clash over the Piave saw an Austrian plane attempt to cut down an observation balloon. The balloon and attacking aircraft tangled in the rigging. both crews escaped injury as they set fires near Montella.
