District Court Judge L R Carson ruled the court lacks jurisdiction to decide if the Crane Co plant in Washington Iowa is fairly valued for taxes. The decision voids assessor and board of review actions, sparking questions of who sets tax payments for city leased industrial sites.
In Chattanooga Tennessee a school protest over Confederate flag the song Dixie and the Rebels nickname escalated to a city issue. The city commission ordered a curfew for under 21 from 7 p.m. to 7 a.m. and banned motorcades gatherings of more than six people and liquor sales after 7 p.m., per Mayor A L Bender.

The Senate Finance Committee voted to end the unlimited charitable deduction, proposing a 50 percent cap on deductions against taxable income. The rule would curb wealthier taxpayers ability to reduce or avoid taxes via large charitable gifts, ending an eight of ten year 90 percent threshold exception. A Treasury 1964 study cited high earners paid no income taxes due to gifts, choosing between charity or government payments.
Secretary Robert H. Finch urged the Senate appropriations subcommittee to defeat House passed amendments to HEW funding that would authorize freedom of choice school assignment and end mandatory busing. He warned the provisions could jeopardize desegregation progress and urged continued federal aid limits, arguing cuts would fight inflation and test new programs.

The expiration of federal funds for the Washington Senior Citizens program prompts a shift to local funding. Mrs. George Kerr says plans have run three years to support the program locally with $2,000 from the Washington Community Chest, a $2 yearly fee from seniors, user fees from the YMCA Senior Center, and gifts from civic groups. The program, begun under the Iowa Commission on the Aging, created Meals on Wheels and a senior center, seen as a graduation to local self funding. Earl Nelson notes seed money provided initial support.
