Iowa state officers Maj. Glenn C. Hayes state auditor W J Burbank adjutant general Louis Lash er and James Barton of the American Legion returned from Jefferson City Missouri where they studied the Missouri bonus law. They report Missouri’s bond issue of 16 million dollars proved insufficient to pay all eligible soldiers leaving about 66,060 unpaid at an average payment around 135 dollars per soldier. They estimate Iowa’s 22 million bond plan will cover payments of about 15 dollars a month with an anticipated average Iowa benefit near 202.50 dollars if similar service times apply. The bonus board plans bond sales and a payroll system upon voter approval on November 7.
