Berlin and London report Emperor Wilhelm's October note offering peace only as an honorable settlement. President Wilson to decide, with Washington rejecting any proposal as the Central Powers press for armistice terms. Officials say peace impossible while armies fight and demand full accountability.
Proposals were laid before President Wilson this morning as the administration reviews recommendations. Officials indicated the documents outline policy shifts and potential legislative actions to be considered in the coming weeks.
An Atlantic Port report dated Oct 7 says the American tank steamer George E Theury, after a collision with the steamship Horton Fraser causing the latter’s sinking with about 48 crew lost, exchanged fire with a German U boat of gigantic type. The Penny for Socilities shelled the tanker, wounding 17, with no confirmed deaths. The U boat featured large twin turrets and a massive conning tower.
German war office admits American forces advance between the Argonne and the Meuse as French troops break through at Champagne north and northeast of Reims. British forces seize Montbrehain and Beaurevoir near St Quentin while pushing toward Fresnoy le Grand and improving positions around Aubencheul Aux Bois.
Berlin via London reports German and Turkish forces retiring north of Damascus in Palestine. The British have moved to high ground toward Les Duin near Cambrai as German and Turkish troops retreat from the Hindenburg base now aflame.
American pursuit planes engaging more than 25 German machines in a balloon hunting mission north of Verdun. The fight lasted over several minutes with five enemy planes shot down and all but one of the American squadron returning home.
Washington reports the Austrian army in Albania is doomed. Vienna admits a hasty retreat with three possible exits. One route aims toward Serbia via Lak Dehrida and Basan Dechen to Priszend. Another leads through Scutari toward Montenegro to the Austrian frontier.
Four survivors from New York City said the explosion that sank the American cargo steamer San Saba off Bargate New Jersey was caused by either a mine or a torpedo. One body was brought ashore. The rescued men, including two merchant marine officers, were picked up by a passing steamer, one of them severely injured.
Secretary of the Interior Lane collapsed in Richmond during a Liberty loan address. Doctors treated him and after five minutes he stood, resumed, and finished the speech as cheers echoed. Official cause listed as acute indigestion. he later returned to Washington.

Senators Kirby Shafroth Shields Nugent Watson Nugent and others call for the central powers to retreat from occupied territories and face harsher penalties before any negotiated settlement.

New York dispatch reports that unlikely explosions at the T. A. Gillespie & Co munition plant in Morgan New Jersey were avoided after rain aided firefighters. The latest unofficial toll cited 100 dead and 150 injured though Army estimates put deaths at 104. Maj. H L Armstrong and Capt W W Watson dropped bombs from a plane to flood magazines and save the explosives.
In Deadwood South Dakota on an October date Orville Anderson Socialist candidate for governor was convicted in U S district court of violating the explosives law and was sent to prison.
Washington notes Vienna and Berlin sent peace proposals to President Wilson at 11 this morning. Swiss Charge d Affaires Frederick O Ederlin delivered Germanys appeal while Swedish minister W Skengren handed the Austrian note. Wilson will reply at once and officials say he doubts Germanys sincerity in seeking peace.
The British steamer Otranto carrying 700 American troops and 300 crew collided with the liner Kashmir last night. Earlier reports indicate one death and multiple injuries. Survivors were landed at an Irish port. fate of the ships not confirmed.
The Senate adopted a joint resolution objecting to any peace talks or armistice prior to Germany's unconditional surrender, asserting Congress's stance against negotiated peace before surrender.
French troops fighting north of St Quentin captured the town of Morecourt. The report notes age and additions are unclear due to damaged text.
Tippecanoe county health boards order schools churches theaters poolrooms and amusements closed for one week due to influenza. In three days 22 deaths occurred with most cases developing pneumonia and hospitals crowded. 1200 Camp Purdue trainees also affected.

A prearranged plan separated crews to prevent explosions and salvage the cargoes for Europe.
