Ex governor W I Hoard opens the nineteenth Farmers National Congress in Boston with calls for unity between science and practice. He advocates new teaching methods, cooperative farming, and public disclosure of personal property lists to curb tax cheating and boost land values.
Governor Hoard cites a thirty year loss of farm land value totaling about 1 billion dollars across New York and the Midwest. He attributes the shrinkage to drainage of skilled labor and fertility toward cities, while European immigrant farmers stabilize the middle west. He argues taxation should reflect property value regardless of investment and warns political corruption harms farming.
In Racine Wisconsin on October 4 the street railway enforcers attempted fare ejectments. workers and teachers avoided buses and cars as a call for a boycott grew. Private detectives rumored to have signed riders refusing fares.
