Paris reports the Spanish peace commission and American commissioners agree to American demands for sovereignty over the Philippines upon a twenty million dollar payment. The written acceptance to follow, with European opposition clear. Also noted are a Kansas City fire loss, Dreyfus telegram, Senator Perkins travel plans, and Oregon snowbound sheep forecast.
In Chisago on November 28 the market closed with wheat at 663, corn up 33 percent, and oats at 264, reflecting mixed gains for grain futures.
The battleship Wisconsin was launched Saturday morning in San Francisco. Miss Elizabeth Stephenson broke a champagne bottle on the ship, naming it Wisconsin, as it slid into the water at 9 22 a m. A reception followed with 200 guests including Lieutenant Governor Baensch and Senator Mitchell. The vessel features two turrets, armor up to 16.5 inches thick, four 18 inch guns, fourteen 6 inch rapid fire guns and speeds about 16.5 knots.

Spain is poised to accept the $20,000,000 offer for the Philippines under protest, with American commissioners predicting no shift in the demarcated claims and intent to sign the peace treaty without reserve.
