Washington reports that the Hay Bunau Varilla treaty outline for a Panama route canal is prepared. Hay and the Panama minister will meet to finalize the terms as New York based Panama commissioners remain. Ratification may occur locally without Panama transmission if approved by the commission.
Washington reports Bogota military and diplomatic tension as Colombia presses Beaupre on U S recognition of Panama. The United States confirms recognition was extended under treaty obligations and offers good offices to ease Colombia Panama disputes amid anxious expectations.
A cablegram from Rear Admiral Walker reports Panama’s independence reaffirmed after a junta visit. The Carthagena committee’s bid for an amicable settlement with Panama was rejected as too late. Panama will not cede steps. the isthmus remains quiet. Washington says Morroquin’s protest against canal terms will be ignored.
William Nelson Cromwell counsel for the Panama Canal company conferred for an hour with the Panama commissioners in New York. It was announced they would proceed to Washington later in the day.
