DES MOINES Iowa Gov. Harold E. Hughes said he does not plan a special legislative session to fix the new 3 percent sales tax on services despite flaws and ambiguities. He praised the reform as the greatest tax and school aid change in state history and urged school boards to defend it against special interests while warning a special session could drag on and fail to limit itself to corrections.
West German diplomats pressed Panama to extradite a man claiming to be Francis Willard Keith, but suspected of being Heinrich Mueller, Adolf Hitler's Gestapo chief. Police in Panama City held the suspect, identified by locals as a small-time insecticide and wine peddler, after a Belgian tip and handwriting samples pointed to Mueller.
In Fairfield Iowa Barry Goldwater urged President Johnson to explain U S involvement in Vietnam to the American people. He told Rev Cotsworth Lewis he supported such a televised briefing with maps and charts and suggested Humphrey Rusk and academic aides assist. He argued the war’s background goes back a century and believed clearer explanation could shift public backing.
The UPI report lists 63 selected cities including New York City and Washington D C as recipients of the first model cities planning grants totaling 11 million dollars. Cities must prepare detailed plans to eliminate blight and improve neighborhoods while a second competition may extend aid to nonselected cities.
Washington UPI Kennedy indicates Senate will seek a more liberal antipoverty package than the House 1.6 billion bill. He joins conferees to resolve differences and calls for full funding. House vote was 283 to 129, with a 1.6 billion ceiling and possible 1.9 billion outcome through negotiations.
Three Iowa area vocational technical schools Hawkeye Institute of Technology Waterloo Area 9 Davenport and Area 1 Calmar were denied accreditation by the North Central Association of Colleges and Universities. The decision cited insufficient general education offerings and too few faculty with advanced degrees. Hawkeye’s John Allen said officials learned of the ruling this week and the school had planned a 245000 loan request under the Higher Education Facilities Act, but regional certification was required first.

U S Navy Skyhawks bombed a Haiphong shipyard near the city center while Air Force planes attacked a North Vietnamese mortar position at Dak To, adding to a sixth straight mortar strike that damaged the Central Highlands base. The Dak To action destroyed two transport planes and large ammunition stocks, while a spokesman called the overall situation temporary.
