On November 16 crowds on the south side faced limited service as only one line ran under police protection amid a high tension labor dispute. Engineers struck over contracts and power-house closures. police guarded cars, while mobs attacked suspected non union workers and municipal officials tried to restrain clashes.
In Grand Rapids on November 16 the wardens Chapman and Brewster answer the U S suit denying federal officials’ arrest for violating state fish laws. They contend the federal government has no rights in navigable state waters beyond commerce and navigation.
In a quoted claim the state asserts it owns all fish in every stream and lake within its borders, regardless of navigability. The remark frames state control over aquatic resources.
