President Woodrow Wilson designates Thursday November 27 as a day of Thanksgiving and prayer. He calls Americans to unite in worship and gratitude, honoring sacrifices for a world at peace and urging continued commitment to democratic principles and international cooperation.

Topeka coal dealers report empty bins and 21 yards plan to lay off 209 workers as a brick company shuts down and city schools close for a week. In La Crosse harmers forbid hoarding as residents stockpile and must wait for coal. Utah rails release coal from mines to ease the shortage while California officials seek intervention to speed coal cars and avert crisis.
In Santiago on November 5 the Chilean government categorically denied reports from Washington that Chile had ceded land north of Arica to Bolivia giving an outlet to the sea. Officials said such rumors are common and ignored.
Rioting erupted at Youngstown Sheet and Tube as about 30 women attacked sheriff and deputies trying to bar workers from entering. Red pepper blinded officers. 24 women and 4 men were arrested after a brief clash. Fifty women gathered at another gate but stayed peaceful. The firm said its last idle department had restarted ten puddling furnaces. Carnegie Steel reported other production resumes.
Berlin reports former chancellor Dr. von Bethmann Hollweg testifying before a nations assembly subcommittee. He states he does not believe a lasting peace is possible and discusses Germany's war aims and peace terms, noting Belgian and eastern front demands and the Entente’s stance. He says he gave no information to Ambassador Gerard about Germany’s eastern desires.
The text reports that Zimmermann, former German secretary and later cited as Germany’s manager, discussed President Wilson’s peace overture and observed tactical motives behind German offers. He claimed Wilson preferred an offer from him over Germany and criticized Wilson as prejudiced.
Paris November 6 The first meeting of the council of the League of No will be held in Paris but no date was fixed. The council will consider only matters needing immediate action after the German peace treaty is ratified. The supreme council reviewed unfinished work to decide which questions must be settled before the peace conference ends.
Judge Carpenter in the United States district court allowed the Chicago & Eastern Illinois railroad receiver to refuse the 3 280 000 annual compensation proposed by the director general of railroads during federal control. The ruling opens the broader government compensation issue for railroads and could empower companies to challenge settlements. The C and E I profits were said to exceed the director general’s figures based on the three years before federal control.
Assistant Attorney General Palmer said the government cannot drop its injunction against United Mine Workers officials to end the coal strike. He stated the strike is a legal violation and will be pursued in court, while the owners and workers dispute remains a separate matter for them to settle. Edgar Wallace argued withdrawal could end the strike in 48 hours with new wage terms.

The notice notes uncertainties about signatures and ratifications by Germany and allied powers as of November 6.
