Reports from Vienna say Soviet tanks and thousands of troops have ringed Budapest and closed the Austrian border area. A Gyver based National Committee spokesman said at least 8 000 Red Army troops and numerous tanks moved toward the frontier and rail links are under control. Newsmen near the border were halted and mercy flights to Budapest halted amid unconfirmed gunfire claims.
