Former Des Moines police chief turned prohibition officer John B. Hammond charged Governor Hammill and Attorney General Ben Gibson with lax enforcement of prohibition. He accused Hammill of not appointing the four state dry agents and claimed Gibson had nullified penalties for bootlegging and defended a lenient Black Hawk County judge. Hammond said judges in wet counties distort the law, and accused officials of tolerating druggists and patent medicines.
