A Port au Prince telegram claims Admiral Cervera’s fleet is at Santiago de Cuba and Blanco’s report confirms it. Other dispatches note Sampson’s squadron blockading Santiago, with Washington delaying troop moves until naval positions are clarified. Honolulu awaits a Hawaiian tender offer to the United States and ships head toward Manila while Honolulu life welcomes the transport fleet.
A New York Herald report says Hawaii’s base at Honolulu raises European protests while Spain may challenge U S use of the harbor. Officials warn of possible war shifts unless Congress approves annexation and Dewey’s redeployment. President McKinley faces pressure to act.
J J Holland and Col C E Crecy head to Washington to offer a plan to the navy to counter Cervera in Havana. The Holland boat would mine the channel entrance, then enter harbor to disable battleships if needed, with Transport for crew and protection by Schley’s squadron. Kansas City celebrates the prospect.
At the Philadelphia city council meeting both branches will introduce a resolution demanding the Philadelphia branch of the Universal Peace Union vacate Independence Hall. The action follows a letter by Peace Union president Love to Senor Sagasta and the queen regent urging Spain to make further concessions to end the war and noting public sentiment in the United States against war.
George W. Edwards demands that the Peace Union vacate Independence Hall immediately citing unpatriotic and un-American expressions of opinion tied to the heading Independence Hall the Cradle of American Liberty. The union had been permitted to use a room in Independence Hall by 1895 city ordinance approved by Mayor Warwick.

Zafire arrives from Manila with Olympia cruiser officers aboard. Manila unrest remains and beef reaches 2.50 per pound. State department notes exchange of American and Spanish prisoners including Cortijo Garcia Pullan and two privates.
May 28 report notes celebrations of the 1798 rebellion set to run through July. Events began with banquets and mass meetings in Cork Dublin and Wexford and in London Southwark. Despite nationalist enthusiasm the centenary has cooled due to no American participation amid the Spanish-American War.
In Michigan two robbers are pursued by Officer Gardner and Marshall Scott. Edward Helmer is killed by a buckshot shot fired by Scott during the confrontation at Moore and Russell's hardware. Hogan escapes with stolen goods. he is later arrested in Cassopolis. Philip Schmidt, a Belleville suitor, disappears after marrying widow Mary Ray. The Adala ship is seized at Cienfuegos by Spanish authorities over a man allegedly sent to gather intelligence for the blockading fleet.
At Chickamauga Park Georgia on May 28 the second division of the First corps underwent inspection by General Breckinridge and staff. Colonel Van Horn announced plans to form division hospital and ambulance corps by detaching men from each regiment, with three field hospitals equipped for Cuba readiness. Supplies have been delayed but large shipments are en route to equip every regiment. Adjutant General Richards, celebrating his wedding anniversary, learned of his brigadier general appointment amid regimental cheer. Dr W Seward Webb of New York donated 5000 to aid the sick and needy of the First Vermont regiment stationed here.
Belleville offers the St Clair county fair grounds free if regiments mobilize there Mount Carmel provides use of city park and Opera House for officers quarters if Colonel James R Campbell’s regiment mobilizes Springfield seeks mobilization but the state board of agriculture may withhold fair grounds use Camp Lincoln tents are unavailable Captain Eben Swift to become lieutenant colonel of the Tenth Illinois Infantry Colonel Campbell’s regiment departs Camp Tanner for Dunn Loring with the Seventh Regiment Eight hundred riding trousers and as many flannel shirts arrive for the troops Des Moines reports Fifty-second Iowa moves to Chickamauga by tourist sleeping cars, Fifty-third musters and equipment issued Milwaukee reports Governor-elect plans to mobilize remaining Fourth Regiment first and recruit raw material at Camp Douglas.
Major General Fitzhugh Lee announced his staff, including engineers and volunteers, while the Illinois Naval Reserve with 203 men and three officers under Lieutenant S. W. Stratton arrived at Key West aboard the Mascoite from Tampa after a smooth voyage.
