Citizens' Association forms as 43 join articles of incorporation
The Citizens' Association met in Smouse's Fall with many citizens present to push Washington progress. Minutes and reports were read, 43 members subscribed to the articles of incorporation, and officers were elected including H. M. Wicher as president and J. T. Matthews as secretary pro tem. The group amended by laws to set a $5 membership fee and plans to marshal energy for local development.
