Dispatch notes the Spanish cruiser Montseratt arrived from Cienfuegos after reportedly breaking through the blockading fleet for a second time. Other items include stock opens, a Missouri regiment train collision near Hessville with casualties, and volunteers mustered to 103000.
Owen Wilson and wife traveled through Davenport to spend the day with friends and visit brothers in Co. D. Willie O'Brien of Richland stayed with city friends overnight. Miss Chlora Bennett rode No. 12 to West Liberty. George Buckley becomes nightwatch for the north and west side after Hugh Teeter left. Floyd Pratt of Ainsworth visited friends in the city. Jennie and Anna Henderson headed to Davenport to spend the day with friends and see Co. D. Clark Eckerman in Fairfield last night. Chas Howe returned from Independence and reports his sister Mercie improving. Sam Foreman returned from travels in the northern part of the state. Chas Dougherty arrived on No. 11.

Washington May 21 At yesterday's session the senate completed reading the war revenue measure. Most amendments proposed are among the bill’s major changes and will trigger extensive discussion. Key remaining issues include bonds and indebtedness certificates tobacco tax proprietary article tax greenbacks and silver coinage.
Discussion centers on seigniorage, silver certificates, inheritance tax, and corporate tax. Aldrich offers a substitute addressing coinage and legal tender notes. Acceptance of the bond provision could lead to rejection of Democratic amendments as Daniel argues against issuing bonds.

Brooklyn sailor William O Hearn recounts the torpedo boat Winslow action at Cardenas Bay. He credits the Hudson gunboats crew for over an hour of dangerous work under heavy shellfire that saved the Winslow and her parrot from destruction.
A devastating blaze in Kewaunee Wisconsin on May 21 swept the city during high winds. The fire gutted about 100000 dollars of property, starting in the Ganter house barn. The Bank of Kewaunee and Bach Kieweg Poser Co. suffered heavy losses though their buildings survived. The central business district was destroyed.
