DES MOINES UPI House Speaker William Harbor warned Democrats against delaying tactics in House procedures. He said they would be ruled out of order in the push for final adjournment and opened today’s session by reading the rules he would invoke to stifle stalls.
In Paris the 16th Vietnam peace session opens as UPI reports growing hope that the Communist side may soften from its rigid past. U.S. and South Vietnamese delegations consult separately with inter-delegation meetings seen as significant but not decisive. Tho and Binh return to the talks with cautious expectations, while officials warn changes could take weeks to emerge and months of bargaining remain likely.
Justice Abe Fortas faces renewed congressional scrutiny over outside fees tied to financier Louis E. Wolfson. Senators Griffin Kennedy and Gross urge answers and possible impeachment talk, while Fortas says he returned the Wolfson fee and has not received any since joining the court.

The Iowa House advanced a driver education bill authorizing 1.7 million dollars annually from the road use tax fund for high school training after an 80-29 vote, while killing a separate 3 million dollar biannual food service aid bill. Des Moines Iowa governor Robert Ray indicated there is no reason to believe he will veto the regents appropriation bill and leave the anti riot section untouched. He said he had misgivings about the original anti riot provision but many fixes were made and he opposes campus disorders that disrupt the university. He stressed the anti riot clause should not unjustly penalize bystanders who were in riot areas but not participants.
Newark report says J Edgar Hoover told President Nixon he will retire May 10, marking the 45th anniversary of his command. A Justice Department spokesman declined to comment, noting earlier retirement rumors have proven false. Hoover is 74.
North Vietnamese troops attacked a U S base near the Cambodian border with ground level antiaircraft guns but were repelled after a four hour battle. The assault near Carylon, 63 miles northwest of Saigon, left 141 NVA dead and 29 captured while 9 Americans were killed and 62 wounded. B 52 bombers bombed targets in Tay Ninh Province, dropping over 4,800 tons in 12 days across 53 raids.
