Washington reports show Congress and the cabinet split over Spain and Cuba with warlike resolutions discussed. Republicans push for decisive action while conservatives fear escalation as Maine testimony circulates and Sigsbee meets with Secretary Long.
Washington reports the president will not waver from his demand on Spain to end hostilities in Cuba release the concentrados and allow their return home. Madrid considers Spain’s reply as negotiations proceed with an armistice and terms shifting toward Cuban independence with indemnity.
Washington reports that the French government is prepared to offer mediation between the United States and Spain if the United States signals willingness to accept. Absent such intimation, Paris is unlikely to take the initiative.
The Senate heard rapid resolutions on Cuban independence and intervention as Mason of Illinois delivered a fiery speech in favor of war. The day featured crowded galleries, passionate applause, and votes on private pension bills and a contested Lee widow’s claim, which was ultimately struck down after a lengthy debate.
Indianapolis March 20 The Indianapolis Light Artillery has reportedly been notified it may be called into federal service if war with Spain occurs and the unit is mobilizing to be ready at a moment’s notice.
A bill for 25,000 more for the trans Mississippi exposition, added to 10,000 already appropriated, passed both chambers. Senate approval of adjournment sine die set for tomorrow, to be concurred by the house. Both houses also back a resolution asking Secretary Long to name a new cruiser Des Moines and favor cutting state house employee salaries by 25 percent.
Indianapolis March 30 Rev Anson Hassler pastor East Washington Street Presbyterian church resigns. Some opposition drafts a paper declaring pulpit vacant immediately and ninety four members request letters of dismissal the next day.
Decatur March 30 The trial of Joe Mauzy son of ex Sheriff John Mauzy for the murder of Mat McKin lay July 3 1889 continues with most witnesses contradicted by others.
Judge James Goggin, longtime Chicago jurist known for sharp rebukes of police and a record of controversial rulings, died at his home on Superior Street after weeks of illness. He was 52, born in Ireland, educated in Springfield Tennessee, and rose to prominence as Habeas Corpus Goggin.
Chicago obituary recalls Judge Goggin as a loyal, sympathetic jurist famed for bold rulings and sensational remarks. He clashed with police and English authorities, earning fame in the Clingman case and a notorious courtroom tirade against directors and officials. The piece also notes his family ties and later health of actress Fanny Davenport.
About fifty Republican representatives met led by Hopkins to press immediate intervention and recognition of Cuban independence. Speakers urged ending Spanish rule, with action deferred until 5 p m to present to Speaker Reed and President McKinley. A string of medical ads tout Karl's Clover Root Tea as a nerve tonic and laxative, claiming cures for constipation kidney and liver trouble and a refreshed health. Shilohs Cure marketed for coughs and throat ailments with emphasis on rapid relief and wide sales by Glasgow and Lytle.
