Shaff Plan would redraw House apportionment in N county system
A labor brief argues the Shaff Plan creates unequal representation by assigning one House member per county while the Senate would be population based across districts. It notes three court remedies including restoring the Constitution or at large elections, and calls the plan an instrument of minority tax advantages and centralized control. Union experts would testify on discrimination and federal court jurisdiction.
