Des Moines report notes the Iowa state board of eugenics approved fifteen sterilization applications, mainly targeting inmates in state institutions for the feeble minded and insane. Four more were deferred to a June meeting.
Mason City reports the Cadwell Transfer & Storage Co is named defendant in a suit by the Iowa Unemployment Compensation Commission for 1497.59. The petition claims the amount covers unpaid unemployment tax on wages paid to eight or more employees during 15 weeks of 1938 and 1939.
A snowplow and tractor were used to rush medical aid to a g year old girl of Mr and Mrs Bob Thompson north of Missouri Valley as four and five foot drifts blocked access to the farm. County Engineer Thomas Cherry said the plow was also sent out Thursday to reach Charley Godden a farmer southwest of Logan injured in a fall from a hay mow.
Iowa WPA administrator George J. Keller announced six district divisions with district offices and managers. Waterloo R D Briggs 18 counties Des Moines E A Franquemont 16 counties Fort Dodge Donald Tormey 16 counties Sioux City C R Smith 15 counties Council Bluffs L N Hintsen 16 counties Davenport R C Choates 18 counties. The district managers will direct and coordinate rather than administer the program.
Loren Kemmerer, a farmer, helped free a stuck Des Moines Highway Patrol car on Highway 60 after a stop sign ticket. Patrolman N B Wilson issued the ticket but Kemmerer was fined one dollar plus costs, which were refunded after a court hearing.
Rt. Rev. Msgr. John J Boylan announced the erection of a $100,000 student center and gymnasium auditorium at Dowling College. Des Moines architect John Normile is refining plans and bids are expected in early April with completion set for October 1.
Atty. Gen. Fred B. Everett ruled that Des Moines Polk county residents may pay the first half of 1940 property taxes with no penalty until July 1. Taxpayers may pay within 91 days after the tax books reach County Treasurer G. C. Greenwald, extending the usual April 1 due date.
The Iowa tax commission, aligning with a revised attorney general opinion, exempted railroad purchases of supplies and replacement materials from the Iowa use tax. The 2 percent use tax had been expected to raise revenue. the ruling preserves sales tax on in state railroad materials and confirms an interstate transport exemption under the law.
Registration of 16 new cars and trucks in Washington county is reported today. They have been licensed since the second day of the month at the automobile department in the county treasurer's office. The number of cars now registered in the county is approaching the 5,000 point, being now at 4,981, compared with 4,854 by the middle of March last year. Knocks now licensed in the county number 745, compared with 646 a year ago. The new cars registered recently are owned as follows: Rh. N. Mount Vernon Iowa George Fields principal of Washington high school will join the morning discussion panel at the eighth annual schoolmen conference at Cornell college Saturday March 24. Attendees from Iowa Illinois and Minnesota are invited. Dr Paul Misner superintendent of Glencoe Illinois will be chief speaker. An open discussion follows the afternoon session closing the event.
Five applicants earned driving licenses after exams in Washington. Bob Faulkner, Helen Holden of Washington, Bernie C. Ricks of Coppock, Mrs. DP G Wiley of Wellman, and James T. Stewart of Crawfordsville passed. Six others failed. Chauffeurs licenses were issued to four applicants. one failed. Passes included Roger A. Bicher, Elmer Stalder of Washington, W F Fowler of Burlington, and Farrel Gabriel of Columbus Junction.
Mohandas K. Gandhi told the United Press he would postpone statutory independence until after World War II plus he pledged to continue the struggle for freedom. He expressed hope Britain would grant India full nationhood after the conflict despite militant Congress pressures for immediate independence.
Des Moines reports Newton attorney Tim Campbell will be the keynote speaker and temporary chairman at the state Republican convention in Des Moines on April 12.
State WPA administrators began trimming their rolls to bring the April job total to 2,120,000, a decrease of 295,000 from March. Commissioner Harrington said the cut keeps enrollment near two million for the fiscal year and within the limited work relief appropriation.

The Garden department launches a final drive to fund shrub planting for the cemetery road beautification, aiming for completion by April first. Donations are urged at local banks or the Journal office, with about ten days left to meet the deadline.

London reports a new mobilization to add 500000 men 25 to 34 years old to the avoy next week. Excluding these, about a million men have been called to the colors from roughly 1.25 million registered since conscription began last June. The territorial army stood at 406000 and the regular army about 235000.
The Popoli di Roma report from Bucharest says Germany would demobilize 1,600,600 Romanian soldiers for farm work and push Romanian oil and wheat exports under a semi monopoly. It also mentions German experts accelerating industry and a reconciliation with the Iron Guard.
Secretary of State Cor dell Hull dismissed a Berlin report claiming that U S Ambassador Joseph Kennedy in London had lost Britain’s friendship. He called the story trouble making and said it was wholly unsupported by facts.
