Vice President Humphrey outlined a no sanctuaries policy in a Friday speech saying the United States will not offer bombproof havens to North Vietnamese Communists. Air attacks will target supply routes ports and airfields to blunt aggression while avoiding broad escalation. Officials briefed on the briefing warned a 50 percent troop increase in South Vietnam would require infiltrating up to 150 tons of supplies daily and would press the need for U.S reinforcements as Vietnam nears its manpower limit. American forces total 235 000 deployed.

Minister on long march to Baltimore for Methodist bicentennial
Rev William Richardson a 230 pound former college football player and Iowa Methodist minister plans to ride a horse from Macksburg Iowa to Baltimore Maryland to mark the 200th anniversary of American Methodism. After two failed mounts the 46 year old preacher waited for a new horse and preached at Trinity Methodist Church in Kankakee. He aims to reach Baltimore by April 21 and vows to continue the journey despite road dangers.

Viet students seize radio stations to demand Thi's return

Deaf youth killed by train near Ukiah California
In Ukiah California a diesel freight train struck and killed John Harvey Rodgers Jr. a 17 year old deaf mute student from Fort Bragg near a school for the handicapped while the conductor Owen Ogles attempted emergency braking and horn blasts. The youth walked onto the tracks two miles north of Ukiah. The incident remains under investigation.

Manslaughter charge in traffic deaths in Iowa

Death toll rises as Cedar Rapids teen dies in Centerpoint crash
A Cedar Rapids teenager, Rick Madison, 18, died at St Luke's Hospital after a Friday evening car crash near Centerpoint that injured three others. The one car accident, driven by Steven Stauffacher, 20, halted on Urbana Centerpoint road when a turn was missed, sending the vehicle into a ditch and throwing four youths from the car. The 1966 Iowa highway toll reached 118, six more than 1965 on the same date. The injured were Steven Stauffacher, Neil McCauley, and Don Hangartner.

Spanish University Demonstrations Locked in Monastery
About 1,000 University of Madrid students held a peaceful free assembly in the auditorium of the political science building to back Barcelona students who locked themselves in a Franciscan monastery to form an independent student union. Police were notably absent, contrasting with prior rallies. In Barcelona, 400 students were evicted after three days of a sit in. 30 intellectuals, including the dean of architecture J. Moragas, were detained along with poets and painters. An American and a Swiss citizen were arrested at the Sarria Monastery, escorted to the La Junquera frontier post and expelled. The two released figures were Prof. Jorge Rubio and poet Salvador Espriu. Municipal authorities called the sit in highly political and partly attended by outsiders.
