The Blairstown town pump failed Sunday evening cutting water supply for Benton County residents. Officials said repairs would continue today and the shortage disrupted local events including closure of the Benton Community School District Attendance Center.
Des Moines reports Iowa state finances may close the two year period with a small surplus despite sales tax and income tax underperforming. Comptroller Marin Selden cites a projected end surplus near 3.2 million dollars as government agencies promise to return unused funds. Governor Ray urges restraint and agency belt tightening. Corporate taxes, interest income, and county rebates help offset shortfalls.
James Earl Ray admitted involvement in a conspiracy and pleaded guilty to the murder of Dr. Martin Luther King Jr. A Tennessee jury, all 12 members including two African Americans, sentenced him to 99 years in prison by prearranged deal. The judge warned conspirators cannot escape justice. Ray was moved to state prison in Nashville.
Apollo 9 crews push through the final stretch of a 10 day orbit, checking fuel and weather as they approach an Atlantic splashdown on Thursday. The crew Scott Schweickart and McDivitt conducted a 25 second burn to lift their orbit while monitoring the rough seas and planning a smooth return.
Soviet Pvt. Vasily Vishnevsky described Chinese forces moving onto the Damansky Island in the Ussuri River. He said the first rank scattered as the second opened fire killing the eight-man patrol at point blank range, followed by a brutal counterattack. He reported bayonets, knives, severed ears, and blinded eyes among wounded guards.
Washington drama erupts as memo from WkJ urges lawmakers to heed anti hobby lobby pressure. The document, intercepted in D C, stresses political caution and alignment with lobbying groups oppositional to hobbyist interests.
Three lawmakers urged a $15,000 limit on farm losses claimed against nonfarm income as excuses for hobby farms face scrutiny. Treasury estimates indicate the ceiling would raise about $145 million in uncollected taxes, affecting fewer than 14,000 filers.

The Iowa Senate voted 50 to 9 to pass a 230 million school aid package for 455 public districts. The measure includes 112 million in equalization aid the first year and 115 million the second, plus 3.5 million for special education and migrant programs.
