German wire reports say allies refuse to surrender merchant ships unconditionally without food. Berlin and Paris correspondents discuss a food guarantee of 2.5 million tons and continued German shipping access. Spa talks paused with hopes to resume next week as issues of control and future occupation loom.
The Tidewater Boatmen's Union of 3500 members accepted the railroad administration's terms and called off the harbor strike. Sailors will be paid $110 monthly, a raise of about $20 from prior wages. the earlier demand stood at $35. Other unions near agreement suggested a settlement by Monday.
