In Berlin Dr Richard von Kuehlmann reviews the war’s course and the possibility of peace talks. He asserts German positions, cites Moltke and Asquith, and says victory is not guaranteed by military means alone. He stresses independent diplomacy and sea power.
Dr. von Kuehlmann dismisses the idea of Germany seeking European domination, saying no responsible German believes victory lies in war. He cites Napoleon to call world conquest in Europe a utopia, blames Russia, France, and England for instigating the conflict, and praises neutral states for aiding wounded prisoners.
Tokyo reports the advisory board on diplomatic affairs has decided not to comply with the entente request and to abstain from intervention in Siberia for now. In diplomatic circles Japan will likely wait for direct menace or U S backing before acting.
Washington reports a new draft call mobilizes 220000 white registrants between July 22 and 25, excluding Pineas and Arizona. The total July calls rise to 2486 as 24000 plus 400000 class one enrollments are expected later. New York leads with 22941, followed by town and Ohio, as drawing for order numbers for 5000 registrants will occur in the Senate office building.
Italian forces reclaim the west bank of the Piave after forcing the last Austrian rear guard to surrender. On Monte Grappa front they inflict heavy losses, take 1,426 ranks and 18 officers, and seize seven officers and 1,426 troops with 16 machine guns. Austrian losses total 200,000, with several divisions decimated.
The Vienna report claims Archduke Joseph and General Wurm’s forces are nearly surrounded and may surrender or be annihilated. Italian losses are cited as 40,000 dead wounded and missing, with many prisoners expected. Badoglio is promoted by the king to army commander while staying in his current role.
General Pershing reports further American advances and the capture of five machine guns and other material in the region of Chateau Thierry. A German counterattack at Torey is repulsed with heavy losses. Several American soldiers are missing after a raid in Lorraine. American troops hold a mountainous sector southeast of St Ne, where the battle line crosses from Lorraine into German territory.
Washington reports the senate may adopt a Hitchcock amendment to extend conscription to men aged twenty to forty inclusive. After debate the proposal narrows the minimum to twenty and maximum to forty, substituting for Senter Falls plan extending to eighteen to forty-five.
petitions to place Henry Ford on the Democratic primary ballot for United States Senate were received at the secretary of state office. the stack four inches thick originated in detroit and was counted among the filing.
Samuel Gompers and other witnesses urged the Senate Agriculture Committee to oppose absolute prohibition. Hurley argued banning beer would hinder shipbuilding and labor. Gompers said organized labor overwhelmingly opposes the move. Daniels supported prohibition, Burleson warned of labor disruption, and Johnston warned banks would suffer receiverships.
The committee hears that order in the navy bed boosts efficiency and likens it to liquor access for uniformed men. Hurley cites dry territories as the main labor barrier while noting 125,255 workers in shipyards in prohibition states versus 200,157 in wet areas. Linrley urges fighting spirit and setting aside nonessential experiments to win the war.
Secretary Baker says about 900000 American soldiers sent to France are between 6 and 70 percent combat troops in a rough estimate. He notes today marks the first American division’s landings anniversary and calls the year’s achievements satisfactory.

Dublin police recovered 40 900 rounds of ammunition hidden in sacks of oats at Smithfield Market as part of a large scale contraband arms smuggling plot. Belfast port found 6 000 cartridges while Dungannon and Portadown parcels held pieces of the same shipment. An investigation seeks to trace delivery and reach of the consignment. Edward Shortt stated Germany is in contact with Ireland and warned of a real menace.
The navy department reports a British transport under charter by the United States was destroyed June 18 about 60 miles east of the Delaware capes. OT crew members are missing and there were no troops aboard.
With the American Army on June 26 the forces attacked German lines along the Marne front northwest of Belleau Wood and captured 216 German prisoners, several machine guns, and other booty. A Chicago private led 83 prisoners into camp, including five officers, in a display of notable heroism.
Secretary Baker joins General March in opposing raising the draft age saying enough men are available. A new call today brings July enlistments to 367 961 the largest single month call to date.
Hammond Ind June 26 engineer Lon Sargent testifies he dozed and fell asleep before the Hagenbeek Wallace circuit train crash. Louis Johnson, conductor of the troop empty, recalls Sargent’s doubt about the wreck and Sargent breaks down after overhearing testimony.
Passengers aboard a French steamship arriving in port report German aviators dropped pamphlets over Allied lines claiming blockading New York and raiding Toston Atlantic City and even St Louis with aerial bombs. They say Americans are terrified and Brooklyn residents hide in cellars though Allied soldiers laughed and French papers reprinted the leaflets.
