Drivers in Washington County with license numbers over 500 000 who have birthdays soon after July 5 1948 began renewals at the courthouse this morning. Examiners from the department of public safety will handle renewals each Thursday and Friday in July and August with the sheriff directing questions. a vision test and a 50 cent renewal fee are required.

Warsaw reports Soviet Russia and seven satellite states have drafted plans to form a separate German state with its own government in the Soviet occupation zone. Molotov led a delegation of about 300 at the conference, presiding today as ministers and staff from the satellites met. the talks may continue through tomorrow and into Saturday. Russian Soldier Berserk Attack Injures Iowan Patrol Member
In Vienna on June 24 an American member of the international patrol, Cpl. Robert Perryman Clinton Jr., escaped with minor injuries when a Soviet soldier fired a machine pistol. French patrolmate Andre Mestois was killed, another Russian was seriously injured, and a British member unharmed. The Russian officer apologized. Perryman’s patrol car windshield was shattered by a bullet.
