Utility tax shift eyed by Iowa lawmakers
DES MOINES IDPA The legislative tax study committee weighs moving from property tax on utilities to an excise tax on consumers. Rep Donald Alt outlines a plan to tax energy use per kilowatt hour for electricity while noting challenges for natural gas and telephones. The proposal could raise charges for municipal utilities and REC customers, though it would remove real property taxes from utilities. Alt warns nuclear plants could erode existing tax bases as plants age. Iowa privately owned electric and gas utilities pay 40 million in property tax and 42 million in other taxes.
