Atty Robert F Kennedy spoke to about 2800 demonstrators near the Justice Department in Washington saying the department has achieved civil rights gains but will not hire simply because a candidate is not white. He noted only 60 of 900 attorneys were Negroes after Democrats took over, defended hiring on merit, and faced questions about FBI authority and discrimination. The protest followed a White House to DC march demanding fair housing regulation and fair employment.

Talks On Rail Strike Extend To July 10
Washington United States rail unions and management agreed to continue bargaining until July 10 without a railroad shutdown after a White House appeal by President Kennedy for a final effort. The leaders met 15 minutes in the White House, Kennedy warned that if unresolved Congress may act to block a national strike. He cautioned no real bargaining has occurred and stressed the stakes for free collective bargaining and the Railway Labor Act. A settlement could involve outside agency intervention and public protection if talks fail. He urged 200000 train crews and major railroads to begin immediate bad-faith bargaining with the aid of Labor Secretary Wirtz, Deputy Reynolds, and the National Mediation Board.
