Electrically controlled, a 20 minute blast signals an attack while repeated five minute signals mark danger ending. The city enforces lightless night orders.
President Menocal, under a Cuban congress authorization for a 2.4 million annual credit, has approved distributing 250000 to aid war victims in allied nations. France receives 100000, United States 40000, England 40000, Italy 40000, Belgium 30000. Funds were cabled to Red Cross heads in each country.
