Washington reports both Japan and Russia accepted the president's call for good will and will publish notes after formal transmission to Tokyo and St. Petersburg. The preliminary meeting will set terms for a permanent peace and likely occur in Washington.
Tokio reports Japan keeps peace talks reserve amid fear an armistice could forfeit Togo’s victory and Oyama’s advances. Observers warn a pause may invite Russian leverage. Russia awaits Japanese terms while Paris is favored for initial steps though power to negotiate is limited.
The Russian foreign minister Lamdorff sent the official reply to Washington via Ambassador Meyer. Meyer then met Lamdorff at the foreign office for an interview.

General Corbin reports Brigadier General Carter's detachment surprised Pulajanes camp near Daguhob on June 4. Fifty-two Pulajanes killed or captured, with no American fatalities, two wounded. Daguhob killed. operations support civil authorities on Samar.
Madison June 12 The senate killed the Prear bill aimed at prohibiting over capitalization of railways without state consent. Governor Lafollette urged action to curb stock watering. The senate also killed a stay of proceedings in criminal cases in the supreme court and the joint resolution for a constitutional convention.
The United States fish commission with the Monon railway company has set up a fish hatchery at Cedar lake Indiana. The enclosure measures 40 by 200 feet and it is expected that up to 50 000 young fish mainly bass will be hatched each year.
Vice Admiral Birileff of the Russian Navy, recently named to command naval forces at Vladivostok, would have a large fleet but for Admiral Togo's actions. Birileff, 64, succeeds Skrydheff the so called bulldog of the Russian navy who went east but did not raise Russian prestige at sea.
Berlin reports Dr. Rosen diplomat returning from Addis Ababa describes King Menelik as a man of sound morals and conciliatory rule. Rosen states Menelik believes he descends from Solomon and the Queen of Sheba, cites the ark of the covenant, and notes the king’s health and court dress.
The Journal reports Peter H. Deacon died in Chicago on April 13. For twenty years he kept two households, in Somerville Massachusetts and Milwaukee, while working as a knitting firm agent and church benefactor. His first wife, Anna J. Tulate, and seven children lived in Somerville. he married Fannie Adeline Wilcox in the west about twenty years later.
Captain Frank Price of the Crescent City reported June 7 a drifting deck and cabin about fifteen miles west of Whitefish. The wreck shows a blue deck and pink window blinds, but no name was found on the near-its-side hull.
Onawa Iowa June 12 contracts for the Monona Harrison drainage ditch the largest of its kind in Iowa have been awarded by the boards of supervisors of the two counties in joint session. The ditch will cost 400000 and reclaim 76000 acres.
Severe flooding across eastern Iowa from three days of heavy rain has damaged crops, submerged fields, and disrupted transport. Three men Walter Atherton Charles City Charles Fanz Adair County and Sheridan Wickman Marshalltown were killed by lightning as rivers rose. Des Moines river washed out rail lines near Tyrone and Bonaparte saw river levels jump, halting traffic and imperiling homes.
Paul Morton, secretary of the navy, was installed as head of the Equitable Life Assurance society board of trustees. The ceremony included confirmation from August Belmont and Brayton Ives, with Morton set to begin active duties after resigning as navy secretary on July 4. Baron Rosen arrives in Paris en route to Washington.
The Chicago markets report steady overall tones for hogs and cattle with sizable receipts. Hogs show mixed to heavy packing grades and stable to light demand, while cattle receipts reach about 22 000 with a steady market and beef values ranging from 83 90 to 86 20 for beeves and 81 40 to 85 10 for cows and heifers.
Milwaukee June 12 Frank G Higlow pleaded guilty to ten counts of violating federal banking laws in the First National Bank defalcation case. United States District Judge Joseph W Quares imposed a ten year sentence at Leavenworth Penitentiary to begin at noon Saturday. The courtroom filled with the grand jury members and several notable attorneys as Higlow, with his son in law Arthur Metleoch, faced sentencing and offered no defense beyond a terse guilty plea.
The judge rejects sympathy and delivers a firm sentence after a prosecutor says no cumulative term is sought. The public official shown as intelligent and trusted is deemed systematically false, with no palliating factors noted. Bigelow leaves court and visits friends before prison. Henry G. Goll to enter not guilty plea in district court today as indictments for bank defalcation are read.
The Michigan Supreme Court set aside jury awards after finding dinners cigars and drinks for counsel witnesses and jurors were paid by the Detroit and Toledo Short Line Railway during visits to the Campbell Detroit property in a right of way condemnation case.
