Compromise on Iowa's revenue bill advances to Governor
The Iowa Senate approved a 30 to 16 final version of a $30 million revenue bill after three minutes of discussion. The plan preserves $15 million in road use tax receipts in the first year of the 1973-75 biennium but may divert them to the general fund later if fiscal conditions worsen. It aims to make the diversion permanent after 1975, ending a long legislative fight over road funds. Governor Ray will sign, viewing the deal as establishing the principle of a permanent diversion, despite House resistance and Republican opposition.
