Washington sources report Senate administration forces support a compromise plan tied to a $1.5 billion Social Security expansion bill passed by the House. The plan offers elderly an option between basic hospitalization and home nursing care benefits or a sizable cash retirement increase, financed by higher payroll taxes.
The House passed a broad Social Security bill 388 to 8 to liberalize elder, disability, and survivors benefits and expand coverage adding 600,000 people including firefighters, police, and self employed physicians. Taxes would rise 3.625 to 3.8 percent in 1965 and taxable income cap from 4800 to 6400. maximum tax to 205.20. Sent to Senate Finance for action.
Iowa Republicans at Des Moines convened with a platform calling for elimination of the moneys and credits tax and the personal property tax on household goods, plus tax relief for breeding stock. The draft calls for Interstate Highway system funding, increased school aid, and Aging and Kerr-Mills programs while backing Goldwater for president. The convention featured Evan L. Hultman’s speech and unity appeals after battles over public school transportation and an annual legislative session proposal.

Lowell F. Wagner, 25, of Wellman, a specialist E-4 with the Iowa National Guard, was injured when an artillery round fell short and exploded near an observation post at Camp Ripley Minnesota. He is listed in fair condition at St. Gabriel's Hospital Little Falls, with possible loss of his left thumb and finger and use of the hand. His wife flew to the camp Tuesday.
Washington County delegates led by Robert Everetts and Gene Stephens attended the state Republican Convention in Des Moines on Wednesday. Delegates listed include Russell Bannister Stanley Barber Clifford Conklin George Cordes Robert Day Walter Duvall and others with Mr Schlapkohl serving as assistant sergeant at arms and Everetts leading the band in the Curly Hultman governor demonstration.
George Vogt, 84, of Waterloo, died of a heart attack Wednesday while across from his home as firemen tried to revive neighbor Glen L. Brown, 72, who had suffered a heart attack moments earlier. Vogt, retired from Bath Packing Co., is survived by his wife, eight daughters, three sons, 52 grandchildren. Services will be Saturday at 8:30 a.m. in Blessed Sacrament Church.
President Johnson outlined general traits for his running mate without naming a candidate. He urged unity with civil rights leaders to end street protests until after the November election and focus on voter registration. He marked the first anniversary of the nuclear test ban treaty and called it a hopeful legacy while asserting U.S. safety. He said no decision has been made and many individuals remain under consideration.
KEOTA The time of funeral services for Mrs. Mary Ann Flanders has been changed. The rites will be held at 10 a.m. Friday in St. Mary's Catholic Church at Keota. Rosary will be at 9 p.m. this evening in Powell Funeral Home at Keota.
Militant Negro leaders told four civil rights groups they would not honor a moratorium on demonstrations until after the November elections. The “big four” groups NAACP, Urban League, CORE and the Southern Christian Leadership Conference urged restraint, while leaders like Martin Luther King and others warned extremists could boost Goldwater. Some leaders pledged to continue protests, with local delays by others awaiting the Democratic platform. The statement left Civil Rights actions to state decisions in many cases.

Washington County 1964 crop soybeans grading No 2 with moisture 13.8 to 14 percent are supported at 2.24 per bushel. Howard Lins, Chairman of the Agricultural Stabilization and Conservation County Committee, announced. Loans and purchases will carry out price support with applications due January 31, 1965 and loan maturity by July 31, 1965.
The July heat wave pushed pool use to new highs with over 10,000 customers since June 26. On July 19 a record 766 people sought the cool water, the pool tally rising to 13,655 by the next day from 3,604 on June 26, per assistant manager Tom Brown.
