Hughes Sees Tax Plan as Main 1964 Issue

Des Moines Iowa Governor Harold Hughes returning from Wisconsin praised the Iowa Democrats platform at their convention. He called the tax plank the key issue for the 1964 campaign advocating a withholding system on state income taxes and shifting financing from local property taxes to state revenue. He emphasized moderate tax reform as his goal and said he would campaign on state issues against Republican Evan Hultman, not a federal race, while aiming to appeal to moderates. He noted his administration would be prudent and conservative and would expand that stance in his campaign and would let the people decide.
