The British ambassador asks Spain to press the United States for direct peace terms. Washington refuses any mediation and insists on direct talks, signaling a hardened stance in the quest to end the conflict.

Dispatches from Washington detail American commissioners Wheeler Lawton and Captain Wilson in Santiago advancing terms, reports of occupation and hospital setup, and Yellow Fever concerns. Madrid gazette hints Spain ready to seek peace. London press urges peace. foreign battleships move to watch Watson fleet. Army reports twenty three new yellow fever cases at the front.
Washington reports a naval and land campaign closure with Santiago’s capitulation. Admiral Sampson notes 5 000 square miles transferred and Spanish garrison of about 10 100 men. Porto Rico invasion planned under General Miles with 25 000 troops.
Dispatch from Playa dated July 12 13 reports General Toral agreeing to surrender all troops and division of Santiago with return to Spain. General Shafter to appoint commissioners to finalize surrender terms. Miles notes gratitude for fortitude amid obstacles and seeks orderly parole of arms and fortifications.
General Toral, 60, stated he is only a subordinate and would die at his posts if required. He said Madrid must authorize evacuation, while denying heavy losses from weekend bombardment and noting only four houses damaged and a handful wounded. He also mentioned General Linares may need arm amputation.
Berlin reports denounce Spanish Philippines incident as fabrication while US tension grows over Aguinaldo and Dewey. In Cuba Siboney hospitals report rapid recovery, improved sanitation, and shifting wounded to hospital ships as infection risk falls and preparations for front-line fighting resume.
Troops report brief fevers lasting two to three days and returning to the front. Sanitary measures are excellent with mountain spring water and strict cleanliness. Arrivals from the front are inspected and fumigated before admission to the hospital. No wounded at camp and seven minor cases at the front field hospital.
Omaha reports vigorous business finishing most routine tasks on day two of the Republican League of the United States meeting. An oratorical highlight was ex-President Woodmansee’s patriotic address praising McKinley amid the Spain conflict. In Madison, Dennis Casey, a partially paralyzed printer, died by his own hand leaping into Lake Monona near Broom Street. his body was recovered.
