Westmoreland McNamara hold talks on Vietnam war
Gen. William C. Westmoreland and Defense Secretary Robert S. McNamara in Saigon led a high level briefing with U.S. diplomats and military leaders behind a security door known as High Noon. McNamara said the war is not a stalemate and that the United States is winning slowly and steadily though assessments foresee a long costly effort. The entourage discussed troop needs, with Westmoreland expected to seek over 500,000 U.S. personnel. Ambassador Ellsworth Bunker expressed cautious optimism while noting continued work remains. Security was tight after recent terrorist activity, including an assassination attempt in November 1965.
