Commerce Commission Rules No Flagman for North 4th

The Iowa Commerce Commission overruled Washington city and allowed two railroads Rock Island and Milwaukee to discontinue flagman service at the North 4th Street crossing in Washington. Annual flagman cost of 4519 dollars will be shared by the railroads. The commission noted the underpass at North 2nd Street is poorly lit and unsuitable for pedestrian traffic and urged safety improvements. Residents reported many children use the crossing daily to reach Stewart School and protested the removal, saying children rely on the flagman more than automatic signals. The ICC considered past signal outages and suggested temporary measures or supplementary warning until repaired.
