Johnson trims defense budget to 1969 plan
President Johnson proposes 79.8 billion dollars for defense in fiscal 1969, about 21 billion below the Joint Chiefs of Staff’s 101 billion demand. The White House bases the budget on a Vietnam plateau and rapid needs for new strategic weapons, setting up a likely Congress battle over security threats, Vietnam costs, Soviet power, and global commitments. The dispute centers on how much the United States must spend to deter Russia and Red China, settle the Vietnam war, and maintain readiness amid crises.
