The Iowa House on a 79 to 6 vote deleted a provision granting no knock authority to enter homes suspected of health violations. The action comes after Rep. Willard Hansen called for reconsideration of the amendments bill detailing health investigation authority.
Iowa Attorney General Richard Turner said he would appeal a Polk County district court decision that Younkers Bros Department Store and others are not charging excessive interest on revolving accounts. The ruling follows Turner's bid to block 18 percent annual rates on those accounts.
In Dubuque a Democratic precinct caucus dominated by Loras College students passed an 18 to 15 resolution to replace the Star Spangled Banner with America The Beautiful. Frank Mauss, 19, a Loras sophomore, sought a peaceful national focus criticizing war glorification and aiming at environmental solutions.
Senator Harold Hughes of Iowa said he would accept the vice presidential nomination if offered, reversing his earlier stance after dropping out of the presidential race. He would serve as the number two on the Democratic ticket this fall if Muskie won the nomination.
Ten legislators led by seven Iowa House women propose a constitutional amendment to guarantee equal protection of the law regardless of race creed color sex national origin religion or ancestry. They note current civil rights protections reside in the Iowa Code but not in the state constitution.
In Des Moines IDPA reports that Medicare claim handling has become a heavy burden. Hospital Services Inc. Blue Cross official Robert W. Beckwith says utilization review committees in Iowa work poorly and may need mandated review after a voluntary period. About 78 million in Medicare payments and 250 000 claims pass through the Des Moines area monthly with a three percent denial rate. A Cedar Rapids pilot at Mercy and St Luke's uses local review to recheck denials with low rejection rates.
United Press International reports continued very cold conditions in Iowa through Thursday. Intermittent light snow is possible northwest tonight with snow likely statewide by Thursday possibly mixing with freezing rain southeast. Lows range from 10 to 29 below zero in the north to near zero in the extreme south with highs Thursday from 0 to 5 below northwest to 10 to 15 above southeast.
Hanoi denounces Nixon plan as sham and warns it prolongs the war. Viet Cong calls the eight point plan electoral propaganda aimed at keeping Thieu and delaying U.S. troop withdrawal. U.S. Porter and Kissinger face the rejection as Hanoi demands unilateral pullout and end to all American intervention. In Iowa, Senate blocks bond-financed utility rate increases before Commerce Commission review.
The Iowa Senate passed a bill to curb sight pollution by strict rules on billboards and junkyards along federal and primary highways. The measure, 27 to 19, goes to the House amid federal pressure and a threat to withhold about 13 million dollars in highway funds. Leaders warned Iowa must accept aid loss or endure cuts.
About 35 residents attended the public hearing on Washington 1972 street improvements. Citizens objected to low traffic projections and the need for some work. Concerns included preserving a tree on East Harrison Street and curbs with seal coat paving. City engineer outlined costs and council will decide final streets at Monday meeting.
The Iowa Legislature approved a sweeping 206 page home rule bill by a 488 to 4 vote, sending it to the governor for signature. Effective July 1, it ends limited powers and grants self governing authority in all areas except bonding and taxation, completing three years of study.
State Senator Minette Doderer of Iowa City told a Tuesday night audience there is sex discrimination in society and urged women to run for legislative offices. She cited barriers in laws and school policies and noted wages and employment gaps between men and women.
