Nixon to send back 40 proposals to Congress
President Nixon told the 92nd Congress its first priority is finishing work from the 91st Congress and he will resubmit 40 proposals, including 1.5 billion dollars to ease school desegregation, plus renewed welfare reform and other items such as airline and highway tax increases. He outlined plans for messages on draft reform volunteer army shifts, social security, bail reform, and aid to education, urging action on emergency school aid to desegregating districts.
