Iowa cities and towns will receive state payments on a pro rata basis for pollution control projects. About 110 municipalities will share funds up to 25 percent of project costs as the legislature appropriates $15 million for 1973, with July and August distributions. Participating area communities include Columbus Junction, Kalona, Mt. Pleasant, and Wayland.
Charles Medley and his 12 year old son Charles and 8 year old Gary used a pistol and shotguns to stop a pair breaking into their home. The bandit Robert Baker 19 and his girlfriend Angela Bryant 17 were wounded and Bryant was killed. Police charged Baker with attempted murder.
University of Iowa expert William K. Barnett compares Nixon's trip to ancient Chinese barbarians paying tribute to Jung-wo. He notes changes under Communism like local political control and neighborhood groups, while Confucian and Communist values share a focus on education. Barnett will teach Ethnology of Modern China as part of the Saturday Class Program starting Jan. 2. Enrollment is open to all students with a first meeting set for Saturday 9 a.m. to noon in Jessup Hall.
President Nixon proposed a 246.3 billion federal budget for 1973 with a deliberate 25.5 billion deficit and urged Congress to enact a rigid ceiling on outlays. He called the plan necessary to stabilize the economy while critics argued it worsens inflation and questioned defense spending amid Vietnam War wind-down.
Senator Hubert Humphrey told the Senate Agriculture Committee to approve the House-passed grain price boost and reserve plan. He argued the measure helps farmers without spiking retail food costs, countering Butz's warnings of higher feed costs and meat prices.
Eugene McCarthy in Des Moines suggests he may run as an independent if he loses the Democratic nomination. He vows to stay in the race to the end and says he could accept taking votes from Nixon and sending the decision to the House of Representatives.

Cold wave warning covers western and northern Iowa with temperatures dropping to about 15 below in the northwest to around 5 above in the southeast. Partly cloudy to cloudy and very cold Tuesday with highs from zero to 10 below in the north and around 10 above in the southeast.
The Joint County System of Cedar Rapids will supervise and administer the Rolling Meadows program for handicapped adults in Washington County. John Prochaska will serve as part time coordinator and Dr Myron Rodee will assign staff roles. The Developmental Center Board remains sponsor while expansion plans proceed. Referrals may be made to Dr Rodeo at 4401 Sixth St SW Cedar Rapids.
UPI reports intensified air battles over North Vietnam and Laos after Johnson halted bombing north of the DMZ. In South Vietnam Communist gunners shot down another U.S. observation helicopter as B52 raids press to stop a Central Highlands offensive and fighting flares along the Central coast.
Treasury Secretary Connally told reporters that reducing unemployment to 5 percent by year end is probably the best possible under current conditions. He said the target, while not ideal, is realistic and could put 1 to 13 million jobless people to work by next December as the rate falls toward 5 percent.
County Republican leaders urge 18 to 23 year olds to engage in party politics as Iowa youth voters prepare for first ballots in the First Congressional District. Teachers and officials estimate potential turnout, noting many youths are not in college but can attend caucuses without joining a party.
