Ball argues Social Security earnings limit stays to protect funds
Robert M. Ball testified before the Senate Aging Committee against raising the 65 to 72 earnings limit, saying Social Security is insurance not an annuity. He warned that expanding benefits for working seniors would cost about 3 billion dollars and raise payroll taxes for 96 million workers, while not helping the neediest 23 million. Senators Hiram Fong and Charles Percy urged liberalization or elimination of the limit, with Ball's appearance likely his final Congress testimony before President Nixon accepted his resignation, causing dismay among allies.
