Delay in school aid ruling stalls Iowa levies
Auditors face a hold on setting property tax levies as the state decides how to interpret the 1967 school aid law. Taxing bodies may issue warrants at 5 percent interest to stay afloat while counties wait for millage rates. The dispute centers on whether state equalization aid and income tax receipts are deducted before calculating the uniform levy, a debate that could shift funding to poorer districts. Governor Hughes and lawmakers expect a ruling by mid February, with possible court action. Assessors plan a Des Moines meeting to review 1967 tax legislation effects.

Heller urges 7 or 8 percent surtax to speed approval
Former economic adviser Walter Heller says the administration should settle for a 7 or 8 per cent surtax rather than 10 per cent to gain congressional approval. He warns that without a surtax, interest rates rise and pressures mount on European and underdeveloped economies and domestic production. Mills counters that a big budget increase could meet tax opposition. He notes built in budget rises from military and health programs and urges spending cuts in highways SST and space if possible.
