CIA says Soviet economy faltering needs Western machinery
CIA officials disclosed that the Soviet economy is slipping behind in growth, with 1962 and 1963 gains around 2 percent versus 6 percent in the 1950s and 3.7 percent in the United States last year. Russia faces lower gold reserves, a drop in agricultural output, and plans to expand chemical and fertilizer industries requiring imports. The agency also noted higher Western credits costs for Moscow and said the break in secrecy was driven by policy relevance and a new information posture.

Governor Hughes penal program turns into year of failures
Des Moines reports quote Atty Gen Evan L Hultman charging Gov Harold Hughes penal program as a failure and a comedy of errors based on two prison expert reports at Anamosa and Fort Madison. Hultman seeks Republican nomination for governor amid talk of Hughes seeking re election. He cites disturbances and a 12 month record of penal events under Hughes as proof of a breakdown in administrative channels and discipline.
