Saigon reports Viet Cong forces backed by tanks and heavy artillery overran the provincial capital Phuoc Bihn in daylight, gaining control of an entire province for the first time in nearly three years. Government units lost radio contact after noon as pilots noted soldiers attempting to retreat through nearby jungles.
The Federal Reserve lowered the discount rate from 7 to 7 percent to spur lending and job growth after 6.5 million unemployment claimants, following a 7.1 percent rate and a 1.3 million jobs loss in November December. American Motors freezes cost of living raises for about 7,500 nonunion salaried workers while AT&T seeks a 7.2 percent interstate rate rise starting March 4.
The Agriculture Department reports donate 17 361 miles of hot dogs for school lunches with each child expected to eat eight franks this year. It has bought 23 million pounds of frankfurters for 15.2 million dollars and plans to purchase 2 million more pounds before the 1974 75 school year ends.
A Cedar Rapids ordinance bars projected images in taverns for three years to curb pornographic film showings. The FBI was blocked from showing training slides at a Holiday Inn, citing liquor permit concerns and enforcement.

In Davenport Iowa about 60 car keys were stolen from Schwind Boeker Inc leaving workers with a major problem to unlock 60 cars worth about 200000 dollars. Two cars were taken but found later one without wheels in Rock Island Illinois. Police noted another 15 key sets were stolen from a different dealership.
Washington reports say former CIA chief Richard Helms, now ambassador to Iran, meets Kissinger today and possibly President Ford to address allegations of illegal CIA domestic actions. A State Department spokesman notes Helms’ denial and a Watergate era inquiry. Goldwater warns against weakening the agency, citing Times reports of surveillance and mail openings.
At the University of Iowa, education is the leading major for both undergraduates and graduates. Of 21,271 students, 695 undergraduates and 878 graduates study education, with nursing second among undergrads and business, art, English, pharmacy, psychology, music, and journalism also popular. A Fort Dodge woman, Charlotte Elizabeth Noor, was arrested on a charge of child stealing after allegedly abducting the six week old son of Dennis and Mrs Buckley. Police said she took the baby to have a photo taken, then bought a bus ticket to Minneapolis before the family notified authorities. The baby was returned and Noor was in custody in Hampton.
President Ford faces a midnight deadline to decide on more than 35 bills from the lame duck Congress and moves toward finalizing an anti recession program that could include a tax cut. He also weighs how to address CIA spying allegations and has called in Kissinger Schlesinger Colby for separate briefings.

At about 3:50 a.m. on the Victor Renoux farm near the old Young America School, a barn and shed burned, killing 10 sows and 54 piglets and destroying two tractors wagons a feed grinder a hay baler a corn picker and hay and straw. Firefighters kept the blaze from spreading to the Renoux home. The cause may have been an overturned heat lamp.
The Rev. Ernest Caltvedt and his wife Eloise move with their four year old Siri to 928 S. Second Ave. in Washington where he will be installed as pastor during Sunday morning worship. Caltvedt, from McCallsburg, Iowa, fills a vacancy from Rev. Einar Fetterman’s resignation last year. He studied at Luther Seminary and Iowa, with service in Hong Kong Taiwan and Northome Minnesota prior to his current post. Siri was born at a mission hospital in Chiayi Taiwan.
